The project participants agreed to establish a set of evaluation criteria to finalize the decision-making process and to ensure the results are consistent with their common values. The participants also established a methodology to be used in applying the criteria to arrive at each decision to be made.
The project participants identified the evaluation criteria in a workshop held on April 22, 2009. Weighting for the evaluation criteria was established in a workshop on May 27, 2009.
The evaluation criteria included:

- Environmental Stewardship
- Project Reliability
- Permittability
- Comparative Cost
- Risk
